Description
This RFQ seeks to establish a master on‑call agreement for structural design and related engineering services for the City of Wilmington, NC. The contract will be awarded to multiple qualified firms (2‑4) that can respond to individual task orders covering bridge and bulkhead repairs, parking structure assessments, heavy‑marine inspections, and other capital‑project design work. The agreement is a three‑year term with optional two‑year extensions, compensated on a fixed‑fee basis for each task order, and subject to extensive federal (FEMA) and state compliance requirements, including insurance, Buy‑America, and MWBE participation.
• Scope includes structural engineering, heavy‑marine design, utility coordination, construction management, and related civil‑engineering services.
• Selection is qualification‑based (30% qualifications, 25% past performance, etc.) with no public bidding price competition.
• The City may award 2‑4 firms and will select the most qualified respondent for each task order, with contracts terminating upon completion of each ordered task.
