This solicitation seeks a qualified waste‑management contractor to operate two Siskiyou County transfer and recycling stations (Black Butte and Oberlin Road), collect and weigh solid waste and recyclables, transport the material to approved landfills, and provide all associated facility maintenance, staffing, reporting, and compliance functions. The contractor will retain all user‑fee revenue, pay the County a base‑rate and a percentage share of fees, and must meet minimum staffing (three on‑site employees) and provide an inclement‑weather mitigation plan. The contract term is two years (July 1 2023 – June 30 2025) with options for three‑year extensions.
• Operate, staff, and maintain two transfer/recycling stations, including building repairs, utilities, security, and daily clearing.
• Accept only permitted waste, weigh loads, transport to Dry Creek or Anderson landfills, and manage recycling of listed materials regardless of profitability.
• Provide extensive monthly/annual reporting, safety documentation, and an emergency/inclement‑weather plan; retain performance and labor‑materials bonds (minimum $500K and $1M).
