The City of Wilmington is seeking a qualified contractor to design, supply, install, test, and commission a comprehensive two‑wire irrigation system for its municipal golf course. The scope includes extensive HDPE and PVC pipe installation, sprinkler and valve placement, low‑voltage control wiring, a central PC‑based controller, trenching, directional boring, site restoration, permitting, and a 1‑year workmanship warranty (5‑year on HDPE pipe). The contract is a single‑prime, full‑open competition with a mandatory 14 % subcontracting goal to certified minority‑owned firms and requires a 5 % bid bond, 100 % performance and payment bonds, and 5 % retainage on interim payments. The construction period is limited to 120 calendar days, with liquidated damages of $1,000 per day for overruns.
• Installation of > 70,000 lf of 2‑in. HDPE pipe, additional larger‑diameter HDPE pipe, and PVC downstream piping.
• Supply of 791 swing joints, 337 full‑circle and 454 part‑circle sprinklers, control hardware, and a PC‑based irrigation controller with remote IPAD capability.
• Mandatory MBE/WBE participation (minimum 14 % of contract value) and extensive documentation (affidavits, good‑faith effort, as‑built GPS records, and lien releases).
