PROMISE Personal Care Services

The State of Delaware’s DSAMH is seeking a single prime vendor to deliver in‑home personal‑care services (ADL/IADL assistance, health‑maintenance tasks, transportation, and limited overnight care) to adult Medicaid‑eligible participants enrolled in the PROMISE HCBS waiver. The contract is a fixed‑price fee‑for‑service arrangement with a two‑year base term and up to three one‑year extensions, and providers must meet licensing, insurance, EVV, and data‑security requirements. Bidders must submit a comprehensive technical and pricing proposal by the March 10 2026 deadline and will be evaluated on experience, expertise, capacity, approach, transportation capability, EVV capability, and a bonus for Sussex‑County service. • Provide personal‑care assistance (bathing, dressing, grooming, meal prep, laundry, medication prompting, transportation, etc.) to adults with severe mental illness and/or substance‑use disorders in all three Delaware counties. • Must hold a Delaware Personal Assistance Services Agency or Home Health Agency‑Aide Only license, maintain required insurance, and use an approved Electronic Visit Verification system. • Monthly usage reports and quarterly subcontractor reports are required; invoices are paid within 30 days of receipt.
