RFP for City of Mount Vernon, NY Comprehensive Update of Zoning Ordinance

The City of Mount Vernon is seeking a professional planning and zoning consulting services to comprehensively update and modernize its Zoning Ordinance. The selected consultant will review the City’s existing zoning regulations and develop a new ordinance that aligns with the vision, goals, and land use framework of the City’s recently adopted Comprehensive Plan. The work will include evaluating current zoning districts, land use regulations, and development standards; identifying gaps or outdated provisions; and preparing a clear, user-friendly zoning code that supports sustainable growth, economic development, housing opportunity, and improved neighborhood quality. • The consultant will complete tasks such as reviewing existing ordinances, defining areas needing further study, public engagement process, drafting a comprehensive zoning ordinance, citywide buildout analysis, SEQRA environmental review, and developing an impact fee program. • The consultant will work closely with City staff and stakeholders, present recommendations to the Planning Board and City Council, and support the public review and adoption process for the updated ordinance. • The project is expected to begin in May 2026 and be substantially completed by December 2027.
