RFP – Planner

The Borough of Hightstown seeks a New Jersey‑licensed professional planner to provide a full‑service municipal planning program for the 2027 fiscal year. The planner will work directly with the Planning Board and the Mayor & Borough Council, delivering studies, reports, ordinance updates, housing element preparation, and representation at inter‑governmental meetings. The contract runs Jan 1 2027 through Dec 31 2027 and requires detailed cost proposals separating services to the Borough and to the Planning Board. • Prepare reports, maps, plans, and public presentations covering land use, housing, economic development, transportation, historic preservation, and natural resource conservation. • Advise on municipal planning regulations, update the Land Development Ordinance, and review redevelopment proposals with site inspections and written recommendations. • Develop the Borough Housing Element and Fair Share Plan, support related litigation/mediation, and represent the Borough at county and state meetings. • Submit a sealed proposal (original, copy, and flash‑drive) by 11 a.m., Nov 24 2026, including all required forms (ownership disclosure, non‑collusion affidavit, insurance, EEO, ADA, NJ anti‑discrimination, business registration, and prohibited‑activities certifications).
