The West Virginia Office of Shared Administration, on behalf of the West Virginia Department of Health Facilities, is seeking qualified contractors to replace the HVAC system at the Transition Living Facility of William R. Sharpe, Jr. Hospital. The contract will be awarded to the lowest‑priced, qualified bidder and will require the vendor to provide all labor, equipment, permits, and any incidental work needed to complete the replacement. The scope includes procurement, installation, testing, final cleanup, and coordination with agency security protocols. Vendors must hold a current West Virginia contractor’s license, demonstrate experience on at least three similar HVAC projects, and comply with federal, state, and local regulations, including HIPAA and EEOC requirements.
• Replacement of the entire HVAC system for a healthcare transition living facility.
• Full‑service contract: design review (as per Exhibit B), permitting, demolition, installation, testing, and commissioning.
• Must submit pricing on the WV OASIS “Pricing Page” and may include up to five alternates.
• Award based on lowest total cost; travel and mileage must be included in the bid.
• Mandatory compliance with Federal Funds Addendum, HIPAA Business Associate Addendum, and EEOC utilization reporting.
• Vendor must provide a primary contract manager and maintain access card/key control for facility security.
