Pre-Advertisement Notice for AFRD Captains & Lieutenants Promotional Testing Services

The City of Atlanta, on behalf of the Atlanta Fire Rescue Department (AFRD), is seeking a qualified firm to design, administer, score, and report on promotional testing for Fire Captains and Lieutenants. The contract will span an initial four‑year term (with optional extensions) and includes development of job task analyses, written multiple‑choice exams (both in‑person and virtual), candidate orientation, secure testing site management, scoring, feedback reporting, appeal processes, assessor recruitment/training, oral interview administration, and final technical reporting. Vendors must demonstrate prior experience with public‑safety training systems and provide subject‑matter experts independent of AFRD. • Develop and validate job‑task analyses and written examinations for Captain and Lieutenant ranks. • Deliver testing in both secure in‑person locations and virtual platforms, supporting up to six testing windows over three days. • Provide candidate orientation classes, secure electronic exam delivery, scoring, and individual feedback reports. • Manage site logistics, assessor recruitment/training, and conduct oral interview panels. • Supply final technical report covering analysis, validation, scoring methodology, and recommendations. • Contract term: 4 years with possible two‑year renewal increments up to an additional 4 years.
