The effort includes solar canopy installations, Battery Energy Storage Systems (BESS), high‑power DC fast chargers, micro‑grid control, permitting, utility coordination, payment‑processing integration, and one‑year operations & maintenance, with optional extensions.
• Design‑build scope covering civil, structural, electrical, and control‑system engineering for a solar‑powered BESS‑supported DC fast‑charging network.
• Two sites: Market Square East (St. Thomas) – ~42 kW solar canopy, 200‑300 kWh BESS, 100‑150 kW DCFC; and VIYA Building (St. Croix) – existing solar carport integration, 200‑300 kWh BESS, 100‑150 kW DCFC.
• Mandatory deliverables include detailed design packages (30 %, 60 %, 90 %, IFC), permitting, installation of underground conduit, utility‑room upgrades, micro‑grid/EMS integration, commissioning tests, operator training, and first‑year O&M; optional years 2‑5 O&M also to be priced.
