Description
The Massachusetts Bay Transportation Authority is seeking qualified private partners to jointly develop the former Lynn Garage site – a 3.6‑acre, 948‑space parking structure adjacent to the future Lynn commuter‑rail station. The selected partner will be responsible for planning, financing, designing, constructing, owning, and operating a mixed‑use, transit‑oriented development that retains approximately 100 MBTA parking spaces, preserves an existing busway, and delivers ground‑floor commercial activation plus residential units (including a 10 % affordable‑housing component). This is a two‑stage procurement; Stage 1 requires only a Statement of Qualifications (SOQ) demonstrating experience, financial capacity, and relevant certifications. Qualified respondents will be shortlisted for a full RFP (Stage 2) where detailed design, schedule, and budget proposals will be required.
