WASTEWATER MASTER PLAN

The City of Siloam Springs, AR, is seeking qualified firms or individuals to develop a comprehensive Wastewater Master Plan. The effort will analyze existing sewer infrastructure, model hydraulic performance, identify current and future deficiencies, and produce a capital improvement program with cost estimates for implementation in the 2028 fiscal year. The selected consultant will be invited to negotiate scope and fee after the SOQ review. • Review and update GIS data for ~150 miles of sewer pipe, 1,500 manholes, 20 lift stations, and the WWTF. • Develop hydraulic and volumetric models of collection system and treatment plant. • Perform field inspections, flow monitoring, and industrial discharge assessments. • Identify existing and future capacity deficiencies and regulatory compliance gaps. • Produce a prioritized capital improvement list with cost estimates and a surcharge fee structure for regulated industries. • Deliver a final Master Plan report and present findings to the City Board and public stakeholders. • Submission deadline: 2:00 PM CST, 20 Nov 2026; questions due 10 Nov 2026; project kickoff week of 1 Feb 2027; completion targeted by 30 Jul 2027.
