REQUEST FOR QUALIFICATIONS (RFQ) WASTEWATER MASTER PLAN

The City of Siloam Springs is seeking qualified individuals or firms to develop a comprehensive Wastewater Master Plan. The scope includes data collection, hydraulic modeling of the sewer network, identification of current and future deficiencies, development of a capital improvement program with cost estimates, and creation of an industrial permit and surcharge framework. Deliverables also cover a volumetric and process model of the wastewater treatment facility, analysis of compliance with NPDES permits, and presentation of findings to the City Board and public stakeholders. • Perform GIS review, field inspections, and hydraulic modeling of sewer collection and lift stations. • Identify existing and projected capacity issues, develop prioritized capital improvement projects, and estimate costs. • Analyze industrial discharges, quantify impacts, and propose a defensible surcharge structure. • Produce a final Master Plan report, including models, cost estimates, and recommendations for the 2028 fiscal year budget.
