Request for Qualifications & Expressions of Interest

The City of Montpelier is seeking a developer to partner with the City to construct a housing development on a city-owned parcel located at 203 Country Club Road. The property is approximately 133 acres, with 20+/- acres of buildable area. The City is looking for a developer to submit a Letter of Interest and Qualifications, including an initial project description, housing affordability plan, and financial information. The selected developer will be invited to submit a more detailed proposal for the development project. • The project aims to increase the availability of market rate and/or workforce housing in an area outside of the floodplain. • The City is open to any number of housing configurations and development build-out scenarios, with an eye to affordability and sustainability. • The City will act as a partner to develop a subdivision plan, build infrastructure, and transfer ownership of a parcel or parcels within the site for $1.00. • The developer should indicate their interest in one or more buildable areas and provide a preliminary site assessment and building layout. • The developer should also provide information on their experience with developing and operating similar housing projects, as well as their financial ability to execute the project.
