Description
The City of Columbus Water and Power Department is soliciting bids for comprehensive construction services related to the Blueprint Milford / Summit Area Integrated Solutions and Milford Summit Lead Service Line projects. The work includes installation of rain gardens, storm sewer improvements, restoration activities, lead service line replacement, and associated civil works in accordance with detailed drawings, specifications, and city construction standards. A 5.4% DBE subcontractor goal is attached to the loan‑funded portion of the project. Bids must be submitted electronically via Bid Express by the deadline.
• Scope: clearing & grubbing, curb removal, pavement planing, permanent pavement placement, storm‑water treatment (rain gardens), lead service line replacement (3/4" & 1" lines), water main relocations, utility installations, and site restoration.
• Required documentation: bid advertisement, IFB bid book, supplemental specifications, technical specifications, bid bond (10% of bid), DBE compliance, environmental preference affidavit, and various subcontractor and experience forms.
• Funding: partially financed through the Ohio Water Pollution Control Loan Fund (WPCLF) with DBE subcontractor goals; contractors must meet EEO, debarment, and “Buy America” requirements where applicable.
