The City of South San Francisco is seeking a qualified consulting firm to serve as the independent Commissioning Authority (CxA) for the new Fire Station No. 63, a 10,150‑sq‑ft two‑story facility that includes office and living quarters, a three‑bay apparatus garage, and associated site improvements. The CxA will be responsible for planning, coordinating, observing, testing, documenting, and closing out commissioning activities for HVAC, BAS, plumbing, electrical, lighting, renewable‑energy, and security systems from project startup through construction, acceptance, warranty, and seasonal/deferred testing, in compliance with California Title 24, ASHRAE guidelines, and project‑specific requirements. The contract will run from the anticipated notice to proceed (Jan/Feb 2027) through substantial completion (Oct 2028) and include a 12‑month warranty phase extending roughly to late 2029.
• Provide full independent commissioning services per Sections 01 79 13, 22 08 00, 23 08 00, 26 08 00.
• Develop and manage the Commissioning Plan, System Readiness Checklists, Functional Performance Test procedures, and issue all required reports.
• Conduct kickoff, periodic field observations, issue tracking, and witness equipment start‑up and testing.
• Perform BAS integration, renewable‑energy system verification, and emergency power testing.
• Deliver close‑out documentation, training, and a final construction‑phase commissioning report.
• Provide warranty‑phase services, including seasonal/deferred functional testing and trend analysis.
• Coordinate with the City, design team, General Contractor, and trade contractors; no design or construction management responsibilities.
