Request for Proposal to provide Construction Manager At Risk services for the Cabrillo Boulevard and Union Pacific Railroad Bridge and Los Patos Undercrossing Replacement Project

The City of Santa Barbara is seeking a qualified Construction Manager‑at‑Risk (CMAR) firm to lead the design‑build delivery of the Cabrillo Boulevard widening, the replacement of the Union Pacific Railroad bridge, and the removal of the Los Patos Way rail undercrossing. The contractor will provide both pre‑construction services (design review, shoring/falsework design, value‑engineering, cost estimating, schedule development, risk management, procurement planning) and construction‑phase management (schedule and cost control, subcontractor coordination, quality assurance, safety oversight, and final close‑out). The scope includes temporary shoring, temporary “shoofly” rail bridge, demolition of existing structures, construction of new bridge and roadway elements, utility relocations, storm‑water management, and associated environmental mitigation. The project is funded by a federal SB‑1 grant and has an estimated construction cost of $35 million, with a construction window expected between 2028 and 2030. • Provide comprehensive pre‑construction services: design‑review, shoring design, cost models, risk register, and procurement plans. • Manage full construction phase: schedule adherence, subcontractor performance, QA/QC, safety, and compliance with Davis‑Bacon, Buy‑America, and Community Workforce Agreement requirements. • Deliver a guaranteed maximum price (GMP) for construction and ensure coordination with City, Caltrans, Union Pacific Railroad, and other stakeholders.
