The Massachusetts Higher Education Consortium (MHEC) is issuing a multi‑vendor, New‑England‑wide IFB to establish a five‑year contract for the supply of musical instruments, accessories, sheet music, maintenance/repair services, rental/lease programs, and related support to its member institutions. The contract will allow suppliers to submit discounts (as % off MSRP or list price) by brand, category, or entire catalog, with a mandatory 1 % administrative Contract Service Fee (CSF) payable quarterly on total sales using the MHEC pricing. Suppliers must meet insurance, prevailing‑wage, and reporting requirements, and must participate in MHEC’s e‑procurement portal and attend a mandatory onboarding webinar. • Scope covers full range of orchestral, band, classroom and digital musical instruments, plus accessories, consumables, sheet music, and related services (maintenance, repair, rental, leasing). • Pricing must be submitted as discounts (percentage) with optional volume tier discounts; all discounts are firm for the contract term. • Contract term is five years (starting September 1 2026) with a 1 % CSF, quarterly reporting, and annual renewal possible only through formal amendment. • Suppliers must provide certificates of insurance, comply with state prevailing‑wage laws, and maintain a designated contact for reporting and support. • No exclusive rights; each MHEC member’s purchase order is a direct contract with the supplier, and suppliers must honor “most‑favored‑account” pricing across the membership.
