Evaluation, Measurement and Verification of Energy Optimization Programs

The Lansing Board of Water & Light (BWL) is seeking proposals from qualified Contractors for the evaluation, measurement, and verification of eleven (11) Energy Optimization (EO) programs for the 2026 through 2029 calendar years. The programs will result in direct and measurable kilowatt hour (kWh) savings for residential, including income qualified, and business customers in the BWL’s electric service territory. • The BWL is soliciting proposals for 11 programs in the following sectors: Residential, Commercial Industrial, Income Qualified, and Electrification. • The selected Contractor will be responsible for evaluating the BWL’s EO programs during the specified timeline of January 1, 2027 through June 3, 2030. • The cost of the contract is not to exceed $800,000 for the four-year evaluation period.
