RFP 2026 - WHITE FLAG SHELTER

The Cumberland County is seeking proposals for providers to partner with the County to provide vital White Flag shelters. The shelters will provide temporary housing for people in need during extreme weather conditions. The selected vendor will be responsible for providing basic needs such as food, showers, cots, linens, and bathrooms. The vendor must also demonstrate capacity through staffing ratios and provide data for the Homeless Management Information System (HMIS) system. • The shelter must meet minimum safety, occupancy, and accessibility standards for shelter operations. • The vendor must have an identified physical facility that meets the requirements. • The vendor must provide a complete White Flag shelter budget showing the proposed per-person, per-night rate. • The vendor must demonstrate commitment to service delivery and ensuring shelter is meaningfully accessible to people in need. • The vendor must provide proof of insurance and compliance with all local fire, safety, and occupancy codes.
