C5ISR Center MOSA Management Office (MMO) for CMOSS / VICTORY / MORA

The C5ISR Center MOSA Management Office (MMO) is releasing this Request for Proposal (RFP) for the CMOSS / VICTORY / MORA project. The project aims to provide a common, configuration-controlled, Science, Technology, Engineering, Experimentation, Test & Evaluation and Acquisition minimum baseline technical requirements document for the Modular Open Suite of Standards (CMOSS) and the Modular Open Radio Frequency Architecture (MORA). Key updates in MORA V2.5 include the addition of the MORA Signal Resource Profile (MSRP) Regulations and Complex Types, updates to IPv4 ML2B Multicast Dissemination, and the split of ML2B "MORA Transport Configuration" into resource and client structures. • Key features of MORA V2.5 include MSRP, updated IPv4 ML2B Multicast Dissemination, optional support of IPv6 on VDB, and enhanced MDM Header for Version Functionality by MDM Type. • The project involves the development and maintenance of the CMOSS and VICTORY specifications, as well as the coordination of MOSA activities with external partners. • The MMO is responsible for managing and maturing standards, providing MOSA support to the acquisition community, and coordinating with external partners. • The project requires the development of a comprehensive technical proposal, including a detailed description of the offeror's approach, a project schedule, and a detailed budget. • The evaluation criteria for the proposal include technical merit, past performance, and price.
