Description
The State of Vermont, through its Agency of Digital Services, seeks a vendor (or vendors) to design, implement, and operate a modern, modular Criminal Justice Information Exchange (CJIX) platform to replace the legacy VLETS system. The effort may be pursued as a full‑service solution, individual modules, design‑only services, or de‑commissioning support, with a separate stand‑alone scope for procurement‑contracting assistance. The contract runs for five years, beginning July 1 2027, and requires strict adherence to CJIS, NIST 800‑53, and state cybersecurity standards, including SOC‑2 Type 2 audits, 24‑hour breach notifications, and quarterly vulnerability assessments.
• Provide a modular SaaS or hybrid CJIX architecture (message switch, criminal‑history DB, mugshot/image‑lineup, admin tools) and integrate with VT DMV, NLETS, NCIC, VCCRIS, AFIS, and CAD/RMS systems.
• Deliver migration from the existing VLETS platform, including data conversion, cut‑over planning, and de‑commissioning services (if Scope D is chosen).
• Supply ongoing operations, maintenance, support, and annual security audits, meeting high‑availability and federal‑state compliance requirements.
• Optionally, offer procurement and contract‑management consulting (Scope E) as a stand‑alone service.
• All proposals must be submitted as a single searchable PDF ≤ 40 MB by June 26 2026 4:30 PM.
