The District Department of Transportation is seeking a qualified firm to conduct a comprehensive safety and operations study of New York Avenue in Washington, DC. The contractor will manage project planning, extensive public engagement, data collection, traffic and pedestrian modeling, safety analysis, and the development of short‑, medium‑, and long‑term design concepts, delivering a full suite of technical reports, visualizations, and cost estimates over an 18‑month period.
• Conduct data‑collection and analysis (traffic, transit, parking, speed, crash, pedestrian, bicycle) and produce calibrated models and forecasts for 2031 and 2045 (both “no‑build” and “build” scenarios).
• Lead an intensive public‑engagement program including ANC meetings, stakeholder workshops, community advisory committees, and outreach materials such as postcards and a project website.
• Develop multiple design concept packages (three draft concepts, then final concept) with visual renderings, evaluation matrices, safety‑analysis reports, and detailed cost‑schedule estimates.
