The City of Orlando is soliciting qualified engineering firms to develop and implement a city‑wide Safe Speeds Lab, including a data‑driven Speed Management Plan, public outreach, and quick‑build demonstration projects. The work is divided into a Base Phase (supplemental planning & preliminary engineering) and a Phase 1 (design & implementation of 40 mi of speed‑management countermeasures). Responsibilities include GIS data compilation, policy recommendations, design of countermeasures, NEPA and right‑of‑way certification, public engagement, and coordination with City staff and stakeholders. The consultant must be registered in Florida, possess professional engineering licensure, and demonstrate experience in transportation planning, traffic engineering, GIS, public outreach, and cost estimation.
