Zone 7 Water Agency, a special district serving eastern Alameda County, is seeking a qualified consulting firm to provide comprehensive environmental compliance services under CEQA, NEPA, and related regulations. The work supports a variety of water‑related projects—including flood control, groundwater management, water treatment, and grant‑related environmental assessments—and will be performed on an as‑needed basis over an initial three‑year period (December 2026 – November 2029), with a possible two‑year extension.
• Provide strategic consulting and documentation for CEQA and NEPA compliance (e.g., EIRs, MNDs, exemptions).
• Conduct full‑range environmental studies, surveys, illustrations, and prepare administrative records.
• Support public outreach: develop meeting materials, presentations, and talking points.
• Create training/outreach materials on CEQA/NEPA processes and new regulations.
• Prepare environmental packages for grant applications (e.g., State Revolving Fund).
• Deploy multidisciplinary specialists (biologists, ecologists, cultural resources, air/noise, geomorphology, etc.).
• Deliver services on a time‑and‑materials basis; anticipated workload ~2,100 hours per year.
• Contract awarded after evaluation of technical qualifications, experience, and approach; award expected December 2026.
