Procedures/Manual Develop Services to Support NEPA Assign Application

The South Dakota Department of Transportation (SDDOT) is seeking a consulting firm to develop and modernize its environmental processes and procedures manual to support the NEPA Assignment application required by FHWA. The contractor will provide a suite of services that include monthly coordination meetings, revising existing environmental manuals, creating QA/QC processes, conducting an organizational capacity assessment, and delivering training and implementation plans. The effort is structured in two phases: an initial Letter of Intent (LOI) due June 26, 2026, followed by a full proposal due July 17, 2026, with the contract expected to run for up to 18 months. • Revise and author SDDOT environmental procedures/manuals to align with FHWA NEPA assignment requirements (23 U.S.C. 327). • Conduct monthly virtual coordination meetings, document outcomes, and manage stakeholder communication (including public and tribal engagement). • Develop QA/QC processes, organizational capacity assessments, and training plans; integrate recommendations into SDDOT’s ATLAS tracking system. • Deliver deliverables such as a NEPA Assignment Management Plan, revised procedural manuals, and recommended internal workflows.
