ON-Call Professional Services for the Cowlitz Falls Project

The District is seeking qualified engineering and professional consulting firms to provide on‑call, as‑needed services supporting the Cowlitz Falls Hydroelectric Project and other current or future generation resources. Work will be awarded via individual task orders under a multi‑year “on‑call” agreement (Jan 2027 – Dec 2030). Respondents must demonstrate experience on at least three similar hydro‑electric or public‑utility projects and supply licensed Washington engineers. • Scope covers 15 major categories, including dam safety, hydro‑electric design, civil/structural/geotechnical engineering, electrical/control systems, environmental and fisheries consulting, and emergency response. • The solicitation is an RFQ; submissions are electronic PDFs limited to 50 pages, due 29 Oct 2026 (2 pm PT). • Evaluation weighted toward prime and key‑personnel qualifications (28 % + 23 %), with possible interview scoring.
