Subsurface Investigation Services

The Delaware Department of Transportation is seeking up to two firms to provide statewide subsurface investigation services on an Indefinite‑Delivery/Indefinite‑Quantity (IDIQ) basis. The work includes drilling, core and undisturbed sampling, a suite of geotechnical laboratory tests, and associated field testing such as piezometer and infiltration tests. Pricing will be submitted on a unit‑price basis, with a maximum ceiling of $3 million per individual agreement and a base term of three years, extendable by up to two one‑year extensions. All drilling personnel must hold a Delaware Well Driller’s License, and contractors are responsible for permits, traffic control, and compliance with federal and state regulations. • IDIQ contract; up to two awards, each ≤ $3 M, 3‑year base term (possible 5‑year total). • Scope: statewide subsurface drilling, sampling, testing, MOT set‑up, and reporting. • Mandatory licensing (Delaware Well Driller’s License) and permit acquisition. • Unit‑price pricing with separate line items for permit fees, utility scans, and GPS layout. • No DBE participation goal (temporarily suspended).
