The Eugene Water & Electric Board (EWEB) seeks qualified consulting firms to perform an independent safety inspection, review, and assessment of the Leaburg‑Walterville Hydroelectric Project in compliance with Federal Energy Regulatory Commission (FERC) Part 12‑D requirements. The effort includes preparation of inspection plans, pre‑inspection reports, on‑site inspections (excluding certain equipment), and delivery of a final Periodic Inspection Report to both EWEB and FERC, with optional technical assistance through 2028. This contract is a competitive sealed procurement with a maximum estimated budget of $250,000 and a projected duration of approximately two years.
• Mandatory pre‑proposal conference on 22 Oct 2026 (online via MS Teams).
• Deliverables include Inspection Plan, PI‑PIPR, field inspection data, and final PIR for both Leaburg and Walterville divisions.
