Switchgear Cleaning/Testing and Partial Discharge Testing at Fishkill Correctional Facility

LND is seeking New York State (NYS) - certified MWBE and SDVOB Firms to partner with us as subcontractors on this solicitation. ----------------------------------------------------------------------------------- PROJECT OVERVIEW: The facility is powered via one (1) incoming 14.2kV Utility electrical service. The incoming Utility Feeder enters the facility through a transformer in the back of the powerhouse then into the Generator bldg. (Switch gear room) from underground. The total switchgear in the Generator bldg. consists of (14) Square D Type VR vacuum circuit breakers. Protection is provided via (12) Schweitzer Engineering Laboratories SEL-551 protective relays. Backup power is provided by (3) Cummins 13.8 Kvolt diesel generators. Protection is provided by (3) Schweitzer Engineering Laboratories SEL-587 current differential/over current relays. (1) Transfer switch in gen bldg. (29) Transformers on property. There is (1) battery system with (3) Cummin Onan 300-5878-01 control assembly battery chargers. Each generator has (4) Caterpillar 153-5720 Heavy Duty batteries. There are (2) SEL 351 protection relays on generator main and utility main. (1) 14.2 Kv Utility electrical service (14) Square D Type VR vacuum circuit breakers (2) SEL 351 relays (protection system) (3) SEL 587 current differential relays (12) SEL 551 overcurrent relay/reclosing relay (1) Paralleling control system (3) Cummins Onan 300-5878-01 control assembly battery chargers (1) Transfer switch in Generator Switchgear room (29) Transformers on property (29) Pad mounted switches (44) Number of electrical manholes (1) Digital Master control Model- PCUL3004R-629D Serial- E110217182 All equipment is to be serviced using this listed scope of work. Contractor to provide generators and connect to critical buildings to maintain power during service, may have to be done during off hours. To be coordinated by the facility. Install Fluke 4” Round, model Fluke-100-CLKT, UL listed Infra-Red windows in the incoming switchgear cabinets. All work must be bid using prevailing wage rate. SOW INCLUDES: Testing, maintenance, and Partial Discharge of 15kV vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, analog metering systems, and visual inspections of electrical distribution systems across multiple facility buildings. The project also includes providing and operating portable generators to maintain critical facility operations during scheduled outages, support for outage coordination and temporary power connection. Installing UL-listed infrared windows in incoming switchgear In addition, the contract requires delivery of Arc Flash Safety Awareness Training in accordance with the Occupational Safety and Health Administration and the National Fire Protection Association 70E (2024), along with Portable Generator Connection Training for facility personnel. All work shall be performed by NYS Registered Professional Electrical Engineer and in accordance with applicable industry standards, including InterNational Electrical Testing Association, NFPA 70E, and OSHA requirements, and must comply with New York State prevailing wage requirements. ----------------------------------------------------------------------------------- KEY DETAILS: As the prime contractor, we are seeking certified partners to support project execution and help meet the contract participation goals.
