FACILITY OVERVIEW:
Bldg. 108 Generator building The facility is powered via two (2) incoming 12.47kv utility electrical services. The incoming service consists of one (1) Square D Type VR circuit Breaker protected by one (1) GE Type SR750 protection relay. The incoming switchboard consists of (15) Square D Type VR vacuum circuit breakers protected by (15) GE Type SR350 protective relays. Backup power is provided by (2) 12.47kv generators. The generator switchboard consists of (5) 12.47kv Square D Type VR vacuum breakers Protective relays consist of (4) GE Type SR 489 relays and (1) GE Type SR 350 relay. There is one 125vdc battery backup system that consists of (60) Alpha Tab Type 50P25350 batteries, and 130vdc battery charger There is (1) Square D Model 6 motor control center (3 spare) Square D Type VR vacuum circuit breakers protected by (15) GE Type SR350 protective relays. Bldg. 28 Powerhouse Generator switchgear consists of: One Asco 7000 series automatic transfer switch One Westinghouse 800 amp main breaker One main service disconnect Square D 800 amp Bldg. 99 Infirmary Generator switchgear consists of: One Kohler model K166341-400 Transfer switch One Kohler model K166341-150 Transfer switch Two Kohler model K166341-70 Transfer switch Throughout facility 30 Federal Pacific Pad mounted non-automatic transfer switches 30 Howard Industries pad mounted Oil Filled transformers
Timeline of Project S.O.W. to be completed in maximum of 6 working days. Monday-Friday (Saturday if needed). 5 consecutive workings with a 6th day as an option if needed. Stages 2-4 days are set Stages 5-7 can be combined as needed to complete in two working days
Stage 1 Background checks submitted minimum of 3 weeks prior Stage 2 On Site fingerprints & badging completed on a Wednesday prior stage 2 Stage 2 Monday Working time 6am-2pm Stage 16 Generators with locking fuel caps and locking doors 13 inside the fence in secure areas 3 outside the fence Stage 3 Tuesday 4am… Expected Duration of loss of power 6 hours total both buildings • Service both High Voltage Switches and related equipment powered by Section 15 (2 switches total) o Bldg. 99 Switch Gear Service (3 switches), Provide Temporary Generator 150KW power for building ▪ Generator connection can be as early as 4am. ▪ Back on Utility when okayed by security. ▪ Complete Manual mode run of switch gear to verify proper transition operation. Length of full load test ½ hour. o Bldg. 8 Service High Voltage switch and manual transfer switch. Provide temporary power 150KW Generator staged out at transfer switch.(to power arsenal) ▪ Generator connection between 4am-5am ▪ Back on Utility when okayed by security o Bldg. 28 Switch Gear Service, Service High Voltage switch, Provide Temporary Generator 150KW power for building (to supply power for Fence equipment and security repeater) ▪ Generator connection after sunrise to maintain security lights ▪ Back on Utility when okayed by security ▪ Complete Manual mode run of switch gear to verify proper transition operation. Length of full load test ½ hour. Stage 4 Wednesday 12am…. Expected duration of loss of power 14 hours Main Switch Gear power shutdown & service (Power off after sunrise and power must be restored to main switch gear before sunset) All 16 buildings powered by portable generators will have power restored preferably before 6:00pm, power may be restored earlier or later upon security approval. Service High Voltage switch powered by section 9 Service 4 High Voltage switches powered by Section 11. (Section 11 can be added to different stage if there is not enough time to complete during Stage 4 ). Complete an Automatic and Manual mode run of switch gear to verify proper transition operation. Length of full load test ½ hour each mode. Stage 5 • 7 Portable Generators needed • Switch Gear Section 13 powered off after sunrise • Service 9 High Voltage switches Powered by that section. • Bldg. 99 will be powered by its stationary generator • Provide Temporary Generator power to 7 buildings inside the fence. • Bldg. 99 Infirmary will run on its Stationary Generator • One building without power. Stage 6 • 5 Portable Generators needed • Switch Gear Section 14 powered off after sunrise • Service 6 High Voltage switches Powered by that section. • Provide Temporary Generator power to 5 buildings inside the fence. • One building will be without power. Stage 7 • 4 Portable Generators needed • Switch Gear Section 10 powered off after sunrise • Service 8 High Voltage switches Powered by that section. • Provide Temporary Generator power to 4 buildings • 4 buildings will be without power.
All equipment is to be serviced using this listed scope of work. Portable Generators
16 Portable Generators 14 - 150KW 2 - 300KW
Contractor to provide generators, place generators and connect to critical buildings to maintain power during service, may have to be done during off hours. To be coordinated by the facility.
All Generators will arrive full of fuel by the Contractor. The Facility will fill the generators as needed during the project and at the end of the project.
Bldg. 108 Main switch gear to be serviced in one workday.
Power off between Sunrise – Sunset daily or generator power supplied to all building before and after dark.
Ensure proper operation of all equipment/all power restored prior to leaving every workday.
All work must be bid using prevailing wage rate.
SOW INCLUDES:
Testing, maintenance, and Partial Discharge of 15kV vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, analog metering systems, and visual inspections of electrical distribution systems across multiple facility buildings.
The project also includes providing and operating portable generators to maintain critical facility operations during scheduled outages, support for outage coordination and temporary power connection.
Installing UL-listed infrared windows in incoming switchgear
In addition, the contract requires delivery of Arc Flash Safety Awareness Training in accordance with the Occupational Safety and Health Administration and the National Fire Protection Association 70E (2024), along with Portable Generator Connection Training for facility personnel.
