LND is seeking New York State (NYS) - certified MWBE and SDVOB Firms to partner with us as subcontractors on this solicitation.

PROJECT OVERVIEW:
The facility is powered via three (3) incoming electrical services. The incoming service is 13,200 volts, which is stepped down to 208 volts via Con Edison owned network transformers couples to low voltage network protectors. This 208-volt service is then fed to the facility via two (2) 3000A bolted pressure switches which power two (2) 1000KVA oil filled transformers which step the power up to 2400 Volts, which is then distributed throughout the facility via the main switchgear located in the front of the facility.
The outdoor metal-clad walk-in switchgear consists of two (2) main breakers, six (6) feeder breakers, one (1) generator breaker and one (1) bus-tie breaker and three (3) spares. The breakers are General Electric AM4. 16-250-8H air magnetic circuit breakers. Protective devices (relaying) consist of twenty-four (24) General Electric Type IAC overcurrent relays, two (2) ICR directional relays and one (1) undervoltage relay.
Approximately 40 manhole covers for Partial Discharge Testing, exact number to be agreed upon during mandatory pre-bid site visit.
Contractor to provide generators and connect to critical buildings to maintain power during service, may have to be done during off hours. To be coordinated by the facility.
SOW INCLUDES:
Testing, maintenance, and Partial Discharge of 15kV vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, analog metering systems, and visual inspections of electrical distribution systems across multiple facility buildings.
The project also includes providing and operating portable generators to maintain critical facility operations during scheduled outages, support for outage coordination and temporary power connection.
Installing UL-listed infrared windows in incoming switchgear
In addition, the contract requires delivery of Arc Flash Safety Awareness Training in accordance with the Occupational Safety and Health Administration and the National Fire Protection Association 70E (2024), along with Portable Generator Connection Training for facility personnel.
All work shall be performed by NYS Registered Professional Electrical Engineer and in accordance with applicable industry standards, including InterNational Electrical Testing Association, NFPA 70E, and OSHA requirements, and must comply with New York State prevailing wage requirements.
