Switchgear and Partial Discharge Testing at Mid-State Correctional Facility

LND Technical Services (LND) is seeking New York State (NYS) - certified MWBE and SDVOB Firms to partner with us as subcontractors on this solicitation. ----------------------------------------------------------------------------------- PROJECT OVERVIEW: The facility is powered via two (2) incoming 2400V feeders. With 1 main 4.76kv vacuum breaker and two ma-150 breakers for the feeders. The incoming Cummins switch board consist of four sections of two main breakers, two outgoing breakers to B and C switch gears. One main generator breaker MS-1, MS-2, 52-F1, 52-F2, 52-G1 feeding a 1200amp cutler-hammer 4.76v breaker feeding a 9 section S+C switchgear B and a four section S+C switchgear C. The main backup is a 1750kw Cummins generator with a 1200kw cat backup with S+C two breaker switchgear, and two spare breakers, also attached with a Cummins load bank. There are three (3) Battery Systems: 125V DC Battery: 60 cell, Type PB, Lead acid 125V Battery System: 60 Type PB, Lead acid 24V DC UPS Battery System: 2-12V, 7.2AH batteries (Panasonic, model # LC-R127R2PG1) Cummins switch gear. There are 31 transformers 28 switches. 28- liquid filled transformers 3- dry transformers 28- switches All equipment is to be serviced using this listed scope of work. Contractor to provide generators and connect to critical buildings to maintain power during service, may have to be done during off hours. To be coordinated by the facility. SOW INCLUDES: Testing, maintenance, and Partial Discharge of 15kV vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, analog metering systems, and visual inspections of electrical distribution systems across multiple facility buildings. The project also includes providing and operating portable generators to maintain critical facility operations during scheduled outages, support for outage coordination and temporary power connection. Installing UL-listed infrared windows in incoming switchgear In addition, the contract requires delivery of Arc Flash Safety Awareness Training in accordance with the Occupational Safety and Health Administration and the National Fire Protection Association 70E (2024), along with Portable Generator Connection Training for facility personnel. All work shall be performed by NYS Registered Professional Electrical Engineer and in accordance with applicable industry standards, including InterNational Electrical Testing Association, NFPA 70E, and OSHA requirements, and must comply with New York State prevailing wage requirements. ----------------------------------------------------------------------------------- KEY DETAILS: As the prime contractor, we are seeking certified partners to support project execution and help meet the contract participation goals.
