Description
The Shelby County Board of Education is seeking a vendor to replace approximately 1,010 legacy Plain‑Old‑Telephone‑Service (POTS) lines across roughly 180 school and district sites with LTE/5G fixed‑wireless terminals (FWTs). The work includes site surveys, design of a redundant analog‑only telephone solution, installation of hardware (FWTs, antennas, enclosures, backup batteries), migration without service disruption to life‑safety devices, provision of a centralized monitoring console, and 24/7 support for the life of the contract. The contract is a one‑year initial term with two optional one‑year renewals and requires compliance with multiple federal and state security and safety standards.
• Conduct detailed assessments at ~180 locations and produce design documents guaranteeing 100 Mbps down/20 Mbps up, ≤ 50 ms latency, 99.99 % uptime, and dual‑SIM fail‑over (though dual‑carrier not permitted).
• Install and integrate LTE/5G FWTs with existing analog endpoints (fire alarms, elevator phones, security panels, etc.) ensuring zero downtime for critical devices.
• Deliver a web‑based management console, provide onsite/virtual training, and maintain 24/7 technical support with defined SLA response times.
• Meet extensive insurance, background‑check, and compliance requirements (HIPAA, FERPA, NFPA, FCC, etc.) and retain records for audit.
