Professional Technical Consulting

The West Virginia Purchasing Division is seeking a vendor to provide professional technical consulting, technical writing, and project management services to the Department of Transportation. The vendor will be expected to perform requirements gathering, conduct gap analysis of current requirements, facilitate information gathering, assist with specification development, and perform project management functions. The vendor must have experience working with large-scale enterprise solutions within public Department of Transportation agencies and must be familiar with operating policies and procedures involving Highway Operation. Some key responsibilities include: • Providing technical consulting and project management services • Developing technical specifications for Requests for Proposal (RFP) • Participating in the bid evaluation process • Facilitating information gathering from WVDOT personnel • Assisting with the development of long-term strategic planning and budget creation for projects • Reviewing system requirement documentation and performing a gap analysis of existing Agency documentation • Analyzing existing business processes and providing recommendations to optimize business efficiency
