The City of Los Angeles Harbor Department is seeking a consultant to provide workforce development consulting services. The consultant will provide strategic planning, program design, and implementation support to advance multi-year workforce development initiatives focused on the adoption of zero emission human operated cargo handling equipment and Class 8 electric vehicle (EV) trucks. The scope of work includes: strategic workforce planning, education and training partnerships, stakeholder engagement and facilitation, program and initiative development, strategic advisory support, and reporting, documentation, and evaluation. The consultant will work closely with internal Harbor Department leadership and external partners to ensure workforce readiness, adaptability, and alignment with evolving industry and regulatory requirements.
Key responsibilities include:
• Design and support the execution of multi-year workforce development strategies
• Identify workforce gaps, skills need, and training pathways related to zero emission cargo handling equipment and Class 8 electric vehicle technologies
• Develop partnerships with academic institutions to develop curriculum and offer courses on operations or maintenance of zero emission cargo handling equipment and heavy duty trucks
• Support the development of curricula, certifications, and credentialing pathways that align with industry needs and emerging technologies
• Plan, facilitate, and document meetings, workshops, and working groups with internal teams, education partners, labor organizations, employers, industry stakeholders, and community partners
• Provide strategic guidance and recommendations to the Senior Director of the Workforce & Government Affairs Division on workforce policy, program design, partnerships, and funding alignment
• Monitor industry trends, regulatory developments, and best practices related to workforce development and zero emission technologies
• Support the development of reports, briefings, and documentation required for internal Harbor Department leadership, project funders, and external stakeholders
• Develop performance metrics and evaluation frameworks to assess workforce program effectiveness and outcomes.
