EPD: Secondary Clarifier Repairs (Prequalified Contractors Only)

The City of Manchester is seeking a qualified contractor to repair three 145‑ft‑diameter secondary clarifiers at its wastewater‑treatment plant. The work includes demolition, dewatering, replacement of internal equipment, installation of electric gate actuators, SCADA integration, and concrete/aluminum structural repairs. The contract will be awarded to the lowest responsive and responsible bidder and will be governed by standard public‑sector construction bidding procedures. • Repair/replace clarifier internals (slide gates, fasteners, plug valves, steel plates, concrete walls). • Provide dewatering, well‑point, and bypass‑pumping systems to keep the plant operational during construction. • Install SCADA hardware and software for new gate actuators, submit O&M manuals, and deliver a one‑year warranty. • Complete the project within 360 calendar days from Notice to Proceed, with liquidated damages of $1,500 per day for overruns.
