Description

The Western Riverside County Regional Wastewater Authority (WRCRWA) is seeking a qualified contractor to fully rehabilitate Primary Clarifier #2 at its Eastvale wastewater‑treatment plant. The work includes demolition of existing equipment, preservation and re‑installation of the clarifier cover, installation of a new WesTech clarifier mechanism (owner‑furnished), surface preparation, recoating, full electrical and instrumentation integration, start‑up, FAT/RAT, commissioning, and final close‑out. The contract is a fixed‑price, single‑prime‑contract with a 90‑day performance period, requiring Class A and C‑10 California licenses, prevailing‑wage compliance, and extensive bonding and insurance. • Demolition, removal, and protection of the existing clarifier cover and mechanism. • Installation of a new clarifier drive system, ancillary equipment, and complete electrical/control systems. • Surface preparation and application of a new protective coating system, followed by a 7‑day reliability test and commissioning. • Mandatory pre‑bid conference on 07 Oct 2026, electronic bid submission by 03 pm on 26 Oct 2026, and a tentative award on 23 Nov 2026. • Contractor must provide 10 % bid bond, 100 % performance and payment bonds, meet all prevailing‑wage rates, and supply required insurance and safety plans.

Budget estimate

$5,000,000 – $10,000,000

Because the solicitation does not disclose a contract value, we infer the budget from comparable wastewater‑plant rehabilitation projects in Southern California, which typically run between $5 million and $10 million for a scope of this size (demolition, new equipment, coating, electrical, and commissioning). The estimate assumes a fixed‑price contract, includes bonding and insurance costs, and reflects prevailing‑wage labor rates for a 90‑day schedule.
