CSA 42 Wells No. 3 and 4 Replacement (Hydrogeologic/Engineering Design Services)

The County is seeking a qualified engineering firm to provide full hydrogeologic and engineering design services for the replacement of water wells 3 and 4 in County Service Area 42 (Oro Grande). The scope covers all phases from preliminary site evaluation through final design, permitting, construction‑administration support, and post‑construction documentation. The effort will be performed under a five‑year contract with a maximum term of five years, beginning January 2027. • Conduct site‑selection analysis of multiple parcels and recommend a preferred and alternate well location. • Perform hydrogeologic assessments, aquifer testing, and develop a comprehensive well‑design report meeting SWRCB and DWR requirements. • Prepare complete construction‑ready plans, specifications, cost estimates, and assist with bid package development. • Provide construction‑administration services, including observation, RFI response, change‑order review, and as‑built documentation. • Manage all permitting, regulatory coordination, and compliance with California prevailing‑wage and apprenticeship rules.
