State Workforce Development

The South Dakota Department of Labor and Regulation is seeking a non‑partner consulting firm to coordinate stakeholder engagement, work with a pre‑awarded research consultant, and draft a comprehensive State Workforce Development Plan for the 2028‑2032 period. The contractor will lead at least four in‑person stakeholder sessions (plus virtual meetings), incorporate findings from a statewide economic and workforce report, and produce a draft plan by August 2027. The contract runs from July 2026 through September 2027 and is a not‑to‑exceed (NTE) arrangement requiring hourly rate proposals and travel cost estimates based on state per‑diem rates. • Coordinate with the research consultant to receive the Economic & Workforce Report (delivery July 2026). • Conduct stakeholder‑engagement events (minimum four in‑person sessions, plus virtual outreach). • Develop the 2028‑2032 State Workforce Development Plan, covering WIOA strategic, operational, and coordination elements. • Submit a draft plan by August 2027 and accommodate final revisions through September 2027.
