The Permanent Local Housing Allocation (PLHA) program aims to provide funding to eligible Local Governments in California for housing-related projects and programs. Eligible projects include the predevelopment, development, acquisition, rehabilitation, and preservation of multifamily and residential live-work housing, as well as affordable rental and ownership housing. The program also supports efforts to assist persons experiencing or at risk of homelessness, including rapid rehousing, rental assistance, and supportive services.
