Permanent Local Housing Allocation/ 2023 PLHA NOFA

The Permanent Local Housing Allocation (PLHA) program provides funding to eligible local governments in California for housing-related projects and programs that address the unmet housing needs of their local communities. The program aims to support the development, acquisition, rehabilitation, and preservation of multifamily and single-family housing, as well as provide funding for operating subsidies, capital reserves, and other housing-related activities. Eligible applicants include public agencies, entitlement local governments, and non-entitlement local governments. The program has a total estimated available funding of $296,000,000 and is expected to announce awards in April 2024. Key activities that can be funded through this program include: • Predevelopment, development, acquisition, rehabilitation, and preservation of multifamily and single-family housing • Operating subsidies for multifamily and single-family housing • Capital reserves for services connected to the preservation and creation of new permanent supportive housing • Assistance to persons experiencing or at risk of homelessness, including rapid rehousing, rental assistance, and supportive services • Accessibility modifications in lower-income owner-occupied housing • Efforts to acquire and rehabilitate foreclosed or vacant homes and apartments • Homeownership opportunities, including down payment assistance • Fiscal incentives made by a county to a city within the county to incentivize approval of one or more affordable housing projects
