Description

The University of Massachusetts is seeking multiple private/alternative lenders to provide student‑loan financing for enrolled and qualified students for the 2026‑2027 processing year. Lenders must operate fully online, meet ADA/WCAG accessibility standards, and assume complete responsibility for loan qualification, disbursement to campus bursars, servicing, and collection. The solicitation includes detailed questionnaires on loan product features, fees, eligibility, servicing capabilities, and compliance requirements. Proposals are to be submitted electronically via the Jaggaer BuyWays portal, with a fixed‑fee pricing structure for each defined task. Evaluation will consider loan program fit, lender background, borrower‑service quality, and overall value (price is not the sole factor). • Provide a web‑based loan application portal that complies with WCAG A/AA and integrates with the university’s Service Agent Website (ELM SELECT). • Administer, guarantee, disburse, and collect all loan payments for UMass students across all campuses (Amherst, Boston, Dartmouth, Lowell, Worcester). • Submit a fixed‑fee proposal covering each task defined in Attachment G, along with required certifications (tax compliance, non‑collusion, insurance, etc.).

Budget estimate

$500,000 – $2,000,000

No contract value is disclosed. However, the Amherst campus alone processed about $65 million in private loans in FY 2025‑26, and the university will likely pay the lenders a fee based on loan volume (origination, guarantee, servicing). Assuming a modest fee range of 0.5‑1.5 % of loan volume across the system (≈ $200 M total private‑loan volume), the university’s annual budget to lenders could be between $1 million and $3 million. Therefore a realistic earnings estimate for a participating lender would be roughly $0.5 million–$2 million, depending on market share captured.
