Request for Proposals - Animal Services Operational Assessment

The City of Salina seeks a qualified consultant to conduct a comprehensive operational assessment of its municipal animal shelter. The work must evaluate facility conditions, shelter processes, animal care protocols, community outreach, volunteer management, finance, data systems, leadership, and veterinary services, and deliver a full written report with prioritized recommendations, cost estimates, and a presentation to city leadership. • Assess physical plant, workflow, biosecurity, ADA compliance, and capital needs. • Review intake, adoption, euthanasia, foster, and transfer operations, plus animal‑care standards and veterinary services. • Analyze finance, budgeting, data management, community engagement, volunteer program, and organizational leadership. • Produce detailed report, executive summary, implementation timeline, cost modeling, and stakeholder presentation by June 1 2026.
