Description

The VA is seeking a commercial laboratory to provide a five‑year Blanket Purchase Agreement (BPA) for molecular testing of thyroid fine‑needle aspiration specimens with indeterminate cytology. The contractor must supply all collection kits, transport specimens to a CLIA‑certified lab, perform targeted mutation and gene‑expression analysis (including BRAF and RET/PTC), and deliver validated reports within 14 days of receipt. The contract includes a base year (Sep 1 2026 – Aug 31 2027) plus four one‑year options, with mandatory HIPAA, CLIA, CAP, and Medicare/Medicaid compliance, electronic invoicing, and 24/7 specimen receipt capability. • Molecular assay for thyroid nodules (Bethesda III/IV) with ≥ 95 % negative predictive value. • Turn‑around time ≤ 14 days; testing performed Monday‑Saturday. • Contractor provides collection kits, shipping materials, and maintains specimen integrity during transport. • Reports delivered electronically to VA Anatomic Pathology; results also callable/faxed. • Required certifications: CLIA, CAP, HIPAA, Medicare/Medicaid eligibility. • Invoicing via VA’s electronic payment system (Tungsten) within 30 days of month‑end. • Base year plus four optional one‑year extensions (total up to 5 years). • Evaluation based on technical capability, past performance, and price.

Budget estimate

$5,000,000 – $10,000,000

The solicitation does not disclose a dollar ceiling. Typical VA molecular‑testing BPA contracts range from a few hundred thousand dollars for low‑volume regional labs to several million dollars for high‑throughput national providers. Assuming an average of 2,000 specimens per year at $500‑$1,000 per test (including kit, analysis, and reporting), annual spend would be roughly $1‑$2 million. Over the 5‑year base plus options, the total contract value could range from $5 million (low‑volume) to $10 million (high‑volume) or more, depending on utilization and option years exercised.
