RFP 27-01 Hawaii Tourism Brand Mkt for North America MMA

The Hawaii Tourism Authority (HTA) is seeking a qualified contractor to provide destination brand marketing services for the Hawaiian Islands in the North America major market areas, including the U.S. East, U.S. West, and Canada. The scope of services shall be limited to leisure travel marketing. The contractor will be responsible for strengthening brand awareness, driving travel demand, and promoting multi-island itineraries. The contract is expected to start on January 1, 2027, and the proposal submission deadline is August 20, 2026. • The contractor will develop and manage airline partnerships to optimize load factors and maintain airlift capacity. • The contractor will target high-value mindful travelers and cultivate the next generation of travelers. • The contractor will increase per-person expenditure and overall visitor spending in alignment with HTA's Key Performance Indicators. • The contractor will achieve an annual growth rate in visitor spending that exceeds the growth rate of visitor arrivals. • The contractor will promote Hawaii's cultural festivals, events, and programs supported by HTA.
