The State of Montana’s Department of Fish, Wildlife & Parks is seeking a modern, customer‑centric technology solution that integrates three core capabilities: an outdoor recreation licensing system, a recreation access and user‑management platform, and a hunter/angler survey and reporting system. The contractor will design, implement, and support a cloud‑based SaaS solution, provide data migration, training, and ongoing maintenance for a ten‑year horizon. • Deliver a web‑based licensing application covering hunting, fishing, and other outdoor recreation permits. • Build a user‑management portal that handles account creation, payment processing, access controls, and real‑time reporting. • Implement a survey and analytics module for collecting and reporting hunter and angler data, with dashboards for agency use. • Provide implementation services, data migration, training, and ten‑years of maintenance, software subscription, and per‑transaction fee support.
