The County of Henrico is seeking a comprehensive recreation‑management software platform that supports web and mobile access, integrates with existing county systems, processes PCI‑DSS Level 1 payments, and provides extensive reporting, membership, program, and facility‑reservation capabilities. The solution must be highly available (Tier IV‑equivalent), support offline operation, and meet strict security, accessibility (WCAG 2.1 AA), and data‑ownership requirements. The contract is a 2‑year term (renewable up to 10 years) with implementation beginning November 2026. • Core functionalities: member management, program/activity registration, facility reservations, POS and online payment processing, reporting/dashboard suite. • Technical requirements: Cloud/on‑premise Tier IV hosting, Microsoft SQL Server 2025+, SSO/AD integration, native mobile app preferred, offline capability, extensive API/ integration with Oracle, ESRI GIS, SharePoint, Agile, RSchool, Visit Widget. • Compliance & security: PCI‑DSS Level 1, WCAG 2.1 AA, role‑based access, audit trails, encryption‑in‑transit &‑at‑rest, data‑ownership by the County.
