Workforce Diploma Program QVL (For Additional Contractors)

The State of Missouri, on behalf of the Department of Elementary and Secondary Education, is seeking qualified vendors to join a Qualified Vendor List (QVL) to deliver an adult Workforce Diploma Program. Vendors will provide curriculum, assessment, counseling, credentialing, and career‑placement services to Missouri residents age 21 + who have not earned a high‑school diploma. The contract runs through January 2 2027, with performance beginning 30 days after award and annual reporting requirements. Vendors must be accredited, have at least two years of adult dropout‑recovery experience, and meet extensive compliance, data‑security, and reporting obligations. Payment is milestone‑based (credits earned, certifications, diplomas) with an average cost ceiling of $7,000 per graduate.
