The North Carolina DHHS Division of Health Benefits is seeking a cloud‑based Contract Lifecycle Management System (CLMS) to manage Medicaid‑related contracts from intake through closeout. The vendor must deliver a secure SaaS platform that integrates with Office 365, SharePoint, Adobe, DocuSign, and optionally ServiceNow and the NC Financial System. Scope includes implementation, data migration, training, documentation, ongoing support, and maintenance, all while meeting stringent state security, privacy, and enterprise architecture standards. The contract is a definite‑quantity, five‑year award with two optional one‑year extensions.
