Description

The East Orange Board of Education is seeking two distinct contracts for the 2023‑2024 school year: (1) Workers’ Compensation insurance coverage with a self‑insured retention, and (2) a Third‑Party Administrator to manage WC claims, medical‑cost containment, and related risk‑management services. Respondents must be qualified insurance brokers or TPAs able to meet New Jersey insurance licensing, rating, and reporting requirements, and must submit a sealed proposal by the June 12 2026 deadline. The award will be based on technical, management, and cost evaluations, with the contract term running July 1 2023 through June 30 2024, renewable at the Board’s discretion. • Provide Workers’ Compensation coverage (SIR $650k/ $600k alternative) with A‑M Best rating “A‑or‑better”. • Deliver TPA services including claim administration, medical‑bill review, quarterly reporting, risk‑management counseling, and access to provider networks. • Submit required compliance documentation (NJ business registration, non‑collusion affidavit, political contribution disclosure, Iran/Russia certifications, insurance certificates, E‑& O, ADA, background‑check compliance, etc.). • Pricing to be presented as commission rates for the WC coverage and a total cost breakdown for TPA services; no preset budget is supplied.

Budget estimate

$200,000 – $500,000

The RFQ does not disclose a fixed budget. Typical Workers’ Compensation brokerage commissions for school districts range from 2%‑5% of the premium, and a district of this size can expect annual WC premiums of roughly $400,000‑$600,000, yielding $8,000‑$30,000 in broker commissions. TPA services for a district of similar scale often cost between $150,000 and $470,000 per year, covering claim administration, medical‑bill review, reporting, and risk‑management. Combining both, a realistic total earnings range for a successful respondent would be approximately $200,000 to $500,000 for the one‑year contract.
